Translations / DebugUI (Possible to use cheats ?)

I never use "cheats" when I'm playing, but when we translate something, is it possible to see every techs and weapons at any time ?
Just to verify the work done, windows size, etc)

Please... 2 questions:

1- What is the default value (explosions height) ?

2- Alternate movement methods: it works with soldiers and tanks ?  If I press "Ctrl", what's next ?  I'm confused a bit.
