I would really love to be able to use fire weapons when sieging. Molotovs and flamethrowers are really fine weapons, especialy in the begining of the game, but it's annoys me that it usebale mostly (sometimes even only) in open spaces. I think it supposed to be a substitute for grenades and rocket launchers, but it doesn't work that way when hostile forces are holding a big house. Wooden floor burns the same way as ground, walls are not affected at all, fire spreads very slowly, the smoke isn't really dangerous. Would be my suggestions what to do with that anyway useful? I won't be surprised if game engine won't allow to change that.

That's right, but I can't interrogate Etherial Keeper before I get another etherial among that ones, which I listed higher.

I went through the main plot, captured Alien Orbital Stantion, even got an etherial keeper alive. Now, to proceed, I need another etherial (soldier, lider, commander, sentinel, speaker, knight or Grand Master) to unlcock Alien Neural Network Prerequisite, but I there are no on alien aircrafts, nor in alien bases, and, as I see, there are no further scripted missions with them neither. The game is getting boring, so I want to proceed ASAP.

In your saves there are some EXALT bases (manors) in French Guiana city Cayenne (Кайенн)
Oh my, you're right, after the message a second manor appears in Cayenne, that's impossible to notice just looking at the globe. Thank you very much.

So, the problem is that French territory in South America has no even border and looks like a terrirory of out of the Counsil country and that all enemy bases called 'alien bases', so I expected exactly alien or at least hybrid base to appear.

One game month further and now I've catched the moment, before that message appears, and made a save to reproduce this bag.

From looking at the save, there are many enemy bases, split between EXALT and Black Lotus (and one actual alien base). I'm not sure which is the one you mean, but have you tried patrolling the area with a vehicle?
Yeah, I've tried both France and South America, but found an alien base in India after I decided to proceed game from the save, where is no such message (save2), because I afraid of further bugs, which could be caused by this one.
Just in case, you've noticed, that the message tells about France in South America, but it is actually in Europe, right? This is the essence of the bug.

And did I understand right, that these messages could mean not only alien base, but anyone else base?

Unfortunately I can't provide a save before the message, only after it, and a few days before end of the month where it supposed to be, but doesn't appear. So the message itself can't be reproduced, I tried to just wait until next month and unfortunately it didn't appear. Also added a screenshot of the message I made at the first time to prove my words.

Yeah, kinda strange stuff, some alien inspired gangsters build more protected and large mansions, than the Counsil.

The key strategy move I see is to avoid open spaces to not be hit by gillmen, vehicles, assassins, nor be a target for explosives and heavy fire. Get into the nearest building ASAP, and capture small building one by one. After you reduce enemy quantity enough, you can leave buildings and end remain. I would recomend to take proximity grenades since there is a lot of narrow spaces and sometimes tricky enemies which is dangerous to just engage and fire at (assassins and gillmen). Maybe it's a good idea to bring some explosives to break down the mansion's wall, since it's hard to assault the main intrance, but I didn't tried it yet. It would only allow to shoot into, not to get into, there is a one level high foundation.
If you have no weapon to deal with vehicles, you can pick a machine gun or a sniper rifle from your enemies (Red Dawn has a lot of PKMs for example, it will take long with them, but it would be better, than spend BO ammo). When I tried to pick a special gun for vehicle, I used light cannons, and they was not really good: extremely low fire rate, average accuracy and barely good enough damage for armor piercing made them just slightly better than PKM. And, BTW, vehichles are vulnarable for electricity, so you can beat them with electric clubs if you catch them close.

A bug has been occurred on version 2.4.1. At the end of january 1999 a message has appeared which says that X-com has detected alien base in France, South America. After that there is no alien base on the globe nor in the global tracker. I've tried to load a bit earlier hoping that the game will generate a base properly, but at that time there was no any message about alien base. I've played through one month further, and absolutely the same happen at the end of febuary, without any difference.
