With latest everything ( OXCE 8.1 , 40k v039 and Rosigma 2.9 ) you don't see this on the research menu just after having created your first space marine base ?

If that was true, why is the soldier in my attached image not eligible? I have the money for it (Transformation overview shows Materials availible: +)
He's not the only one who has the commendation but isn't eligible.
Might i ask then what the requirements for just Veteran is? I've searched the ruleset and i can't find the entry for it.
The inconsistency in whether or not someone is eligible is driving me sideways.
- updated ALL of the minimods with trailing whitespace purging in order to make them compatible with the new speedyam engine in OXCE, so make sure to not use any of the previous version of the minimod if you updated to OXCE 0.8 and + , use these new ones (they're compatible with 7.15 too so no worry)
- update NoSpotter with the new units
- update NoDodging with the new units

Easiest way to search for them is probably searching for string "- &", but check by eye too, maybe there are false positives.
- added "InstantGrenadeRosigma" that allow grenades set to turn0 to explode when thrown/dropped without having to wait for beginning of the next turn.
- added "NecronWimps" that tone down all the necron units armor stats, heatvision and regen
- added "MoreEnemyRosigma" that add 25% more enemies by mission
- added missing missions and new 2.8 ones to day and night only minimod thanks to Buscher
- updated the "NoDodging" minimods to get on par with new armor and fixes in 2.8
- fix and the "NoSpotter" minimod to avoid a crash (a change of alpha cataphract unit class) and add new 2.8 spotters
- adjusted the "loweredenemies" minimods to add the new missions from Rosigma 2.8
- updated DayorNightOnly with missions i missed previously
- updated LessBaseMalus to current base pool
- added StrongerMarines that boost the space marines, deathwatch, grey knights and primaris more in line with "movie space marines strong"
- added NoSpotterRosigma that remove the sniper/spotter AI system described there : https://openxcom.org/forum/index.php/topic,5679.0.html
- added XCOM View Distance that set the max view distance the same as good old UFO Xcom Defense, should additionally improve performance noticably (even more in Brutal AI i suppose)
- added Less Corruption that lower noticably the power of corruption and infections
- added More Corruption that restore the power of corruption and infection to how they were in Rosigma 2.6
- updated ScarabLite to be less resistant and not flying as much (as it was stuttering a bit with default AI)
- updated Better1stCompany, Rosigma had recently increased a lot its map speed and it is actually faster than with this minimod does, so i removed the speed value this had, the minimod still add anti air weaponry
- updated noDodging with all armors
- updated the Adeptas menu to get rid of the harmless warning about the transparent index in the .log
- updated LoweredEnemies4BrutalAIRosigma for Rosigma 2.7
Updated to be compatible with Rosigma 2.6A :requires OXCE 7.12 + 40K 0.37 (don't forget the patch 0.37.2) + Rosigma 2.6A
