Finally got it to work, was super weird. I figured out something was wrong in the file transfer, because the count of files in my android device differs from the count in my PC. It didn't shoot an error, it even showed that Rosigma loaded. After multiple file transfers seems to work.
For others if it matters
1) Install OXCE
2) Start game. Close game, restart phone.
2) Transfer game files, start game, close game, restart phone
3) Transfer 40k, check number of files tranferred correctly, start, close restart
and finally the rosigma
I noted that Apothecary requisition requires Medical Services? and needs "Threat One" Am i understanding correctly that it needs an interview of a live enemy to unlock "Threat One"?
