Why gangs infiltration speed 150% in terms of plot? 200% CoS is understandable. They're loyal. The government and Megapol 50% - they resist. But what's wrong with the gangs?

I played on Openxcom TFTD version for android. The essence of the problem is this - if I take Deep Ones undet mind control, I can not cause damage to aliens. I can't attach a vido here
