I just started a fresh build with Resound, Music, and expanded markers and I seem to have bug where I get free ranks of certain medals every mission. 

They are:
Stormtrooper
Aquanaut
Dreamwalker
Horizon Walker
Infiltrator
Space
Spelunker

Every agent on the mission gets a rank every mission.
