Troubleshooting / Unable to set separate reaction fire setting for each soldier

I have the Steam version of the game installed in addition to the OpenX-Com version. In both the steam version and the OpenX-Com version I am unable to set a separate reaction fire for each soldier. Rather, setting one soldier to Auto/Snap/None etc, causes every soldier to get the same setting. I know the original game allowed independent reaction fire and I don't see any threads on this topic. Anybody have the same issue?
