heh.  I spotted it as I was preparing this screenshot.   WAaaaay the heck up there in the far far far upper right right right of the screen.

Troubleshooting / Blaster Launcher... Doesn't

Install: Steam, OEM   then OXCE over that.
See dxdiag.txt file for system specs

I got the tech for both the launcher, and the bombs.   
I have the bomb loaded in the launcher. 
During a mission, I go to use the Blaster Launcher, send out the 9 waypoints.  And... nothing.
the path does go 2+ squares passing thru the target.

I checked the combat command keys in options, I checked every button I know to push in the GUI, I experimented with keys that are unlabeled in the game...
Nothing sends the missile on it's path.
The UFO-pedia states there is a 'special launch button' for the Blaster Launcher.  I see no such thing appear in the GUI.
What am I missing?/Doing incorrectly?
(I am absolutely positive this is a PEBCAK issue, not a bug in the code.)
