Troubleshooting / ???? instead of text

The main menu texts are all , so are the in game graph texts, country names and parts of the ufopedia(mainly the aircrafts). but the texts in the base are fine.

i'm using a Windows 10 pc with arabic support

I tried the 2020/11/14 nightly, and 12/5 11/25 10/14 .EXE
