Title: psi strength of hybrids

What is the reason that the maximum psi strength of hybrids is less than a human?
I think hybrids should be more developed

They have better averages, and are competent psionics from the get go. But they can't beat elite purebloods :D

This might change in the future though, since I'm adding new human toys and I need to keep hybrids relevant.
