Title: Can't make a study

I am trying to build a study. It says it requires a Power Plant. I have access to the power station. I'm trying to figure out where exactly my bottleneck is in this. I cannot seem to find anything for a Power Plant.

Any advice or where to look it up would be great.

"Power plant" does refer to the power station, it's just a naming discrepancy.  The study room requires four buildings to be built: Library, surgery room, still, and power station/plant.
