Title: Enter doesn't send my to the base when there is "Go to base" button in dialog

I am not sure if it goes here or in feedbacks.

Enter does work as default dialog action in some cases but not others.

"Facility is built" dialog has "Go to base" button but it doesn't send me to base when I click Enter.
"Production is complete" dialog has "Allocate Manufacture" button but it doesn't work when I click Enter.
