Title: Jan 1999 retaliation?

I'm playing on veteran and got an alien retaliation in mid January 1999.  I heard somewhere that it was because i left a cult alive(i've only finished off Red Dawn).  Will these retaliations be a consistent thing until i clear out the four cults?

No, it's a one time thing per cult. You won't get more retaliations for not destroying a cult.
