This is just a idea where you can build a roomUFABET (https://ufabet9x.com)that overtime increases your solders states that are stationed at your base and do not see combat that much.

I believe OpenXcom Extended has the capability you seek using the Base Facilities  trainingRooms: (https://www.ufopaedia.org/index.php/Ruleset_Reference_Nightly_(OpenXcom)#Base_Facilities)  variable.
