Title: costUse/Panic/MindControl

According to this https://www.ufopaedia.org/index.php/Ruleset_Reference_Nightly_(OpenXcom), we have costUse, costMindControl, costPanic. But in the section below we have only flatUse. And what if I want to set the cost of Mind Control to 50 TUs relative and, say, 20 energy flat? How do I do that?

Using costMindControl and flatUse.

flatUse is used also for panic and mind control.
