Title: [DONE] Alien base building as part of infiltration

It would be so cool if the alien base that is being built during the infiltration of aliens appeared within the limits of the country where the infiltration occurs. Otherwise, it seems very unnatural.

It's a logical idea... But it's hard to think of anything else to add.
Of course other alien bases should pop up anywhere, including (or in particular!) in no man's land.

IIRC we already have the option to "undo" alien infiltrations by destroying the base that caused the infiltration event. I think having the base pop up in the country that was infiltrated would be in line with that.
