Title: Xcom Training room

This is just a idea where you can build a room that overtime increases your solders states that are stationed at your base and do not see combat that much.

This is already implemented in the OXCE/+ version of the game; see mods like X-Com Files and Piratez, which have a gym and dojo respectively for doing exactly this.

in the initial PR i sent to Yankes i had it working pretty much the same way as the rooms in apocalypse. it's not entirely unreasonable to include that with the master build as an optional extra though.

Here is a mod I use on any new game of opencom using the latest OXCE or OXCE+. It does train your soldiers in most stats fairly quickly.
