I don't know if you want direct references or more vague ones that leave a little to the reader's imagination, but dossiers could reveal the part of a faction in a criminal / paranormal event, or link to a special place.

Will the dossiers provide some benefit for ground troops in some capacity either directly or indirectly?
I love the idea of findable documents which based on XYZ (level, faction, WTFE) and could act as a great element. I mean being able to raid a cult outpost and finding info that blows open the network of ANOTHER cult by pure chance sans interrogations is something I'd giggle about. I mean the cults might keep tabs on each other right? ;D
Dossiers of persons thought interesting, Weapon sourcing, equipment plans, mission data types, etc etc etc. That sound really cool... I'd also love to see exposed 1 off missions that fall in the realm of "OHH GOD THEY'RE COMING OUT OF THE GODDAMN WALLS!!!"...but you were saying it takes a lot of work to do that.
I can see why you have been wanting to somehow get rescueable civilians too. That's a really great tool for storytelling or for exotic rescue missions.
I have noticed that stunning the Madmen doesn't get me anyone to interrogate. I've tried several times always making sure to have prison and pen room and no luck... feature or bug?
Dossiers could also be a place couldn't they? a place that X-com is interested in. Weather it relates to anything else is whatever...but I bet it could get you some ideas for stuff.
Are you going to also include plot artifact items that spawn on certain maps? To be used as a plot starter, filler, or even a tech boost?
I'd personally love to see more time sensitive missions... but I'm not really all that far in this latest version. so... you know.

I thought the cult of Dagon was based off of the two Lovecraft stories of Shadow over Innsmouth and Dagon So an adaptation of a story to a movie to a video game.

Oh, and another thing - mentions of psionics in dossiers seems a bit odd to me, just because we're supposed to discover it much later when we'll have to deal with full-scale alien invasion. I thought that our "special investigations bureau" is somewhat sceptical about supernatural stuff and trying to understand all of this scienifical way so we don't know that psionics exists yet.

@Human Traitor: Your entry is... okay, but kinda bland. I mean, this bio lacks any distinctive features - if you change the name and nationality, it could apply to almost any hybrid scientist. It needs some sort of a hook, making him more unique. Do you think you can come up with something? Or if you don't want to do anything further, I can give it some thought myself. The photo is pretty great though!
The character and the photo of course is a reference to a famous character of Mort & Phil, a famous Spanish comic. I wanted to keep it subtle as an in-game joke, since there are already dossiers that do that. I'll see if I can write out something serious for Bacterio.

When I was first playing the mod I suspected that some of the Dossiers would allow me to recruit unique soldiers with the same name and very strange stats. It wouldn't take too much work (basically just design their stats and faces and implement a research for it), though it might break the game.
It would be nice if the dossier gave access to special items, units, etc. For example, a smuggler's file opened access to a new weapon.
Some dossiers lead to missions (Lo Wo at least) and some do give unique stuff.

Somebody have drawn wolf ears and back swords on all my Ironman posters and written "WINTER IS CUMING" all over them and my personal workbench. This is a gross violation of my personal space and a mockery both to my surname and my favorite fiction character.
And this is not the worst. I have overheard that vile medical officer saying that she had seen me sneak in the lab and take a psiclone. She called me "STARK RAVING MAD" and also claimed that I have repeatedly used the device and that I roam the corridors at night naked and babbling uncontrollably. That has happened only ONCE, for Christ sake, and I was DRUNK. Drunk, not ... What commander? Where did I get alcohol? I ... uh ... I ... uhm ... I don't remember. No, no, no, no, no, you can't break the still, we need it for the ... um ... helicopter, yes, the helicopter. It has this anti-frost mechanism where pure alcohol is sprayed on the blades to prevent icing. I am not making this up, it is in the manual. Thank you for your time commander.

This is a solid serious piece of high-tech equipment, not some butaphoric superhero outfit.

A very intriguing idea. I like it, but we must be careful to not make Cydonians too "normal". Also, such ideas beg for their own missions or events. I think it's worth a try, though!

So, back in 1990, there is this guy Commander Kane, or Colonel Keen, or something, who builds a spacecraft in his backyard. Yeah, right. Then he goes to Mars and gets his rocket stolen by the locals, but he beats the shit out of them and comes back to Earth, but they come to bomb Earth, but he beats the shit out of them again, and then he goes to their home planet and beats the shit out of them a third time for, um, I don't remember what. And you haven't heard the weirdest part yet. He is 8 years old at the time.
Then he spends the next 6 years beating the shit out of any alien that even pokes his nose in the Solar system, and even goes "rearrangeing" their own planets. But wait, then in 1996 he hits puberty and his new girlfriend says that aliens are dull, so he throws everything up. I am going to wait until that little bitch grows up and *I* am going to beat the shit out of her. How dare she say that aliens are stupid.
Anyway, the council panics and that is how we come around.

My idea precisely, on both counts. Other ones would be more along the lines of "this is what it can do and why it's more dangerous enough to deserve a dossier"- I just figured that for the Ethereals they needed a special touch and remembered a passage in the Ethereal Origins UFOpedia entry that sounded like it warranted a follow-up.

I am watching Fringe these days, and it gave me an idea. How about a scientist that specializes on contagious diseases and bio-terrorism?
His M.O. will be like this: He will synthesize a biological and/or chemical agent (possibly using alien tissues/viruses) which will cause symptoms and fatal reactions that no other illness etc. will show, prepare a dramatic demonstration by killing civilians in a place he has chosen (a cafe, a diner, or a social gathering), and then sell the agent to the highest bidder among the crazed cults. He may even have a mission to catch him in the act, like a timed mission in a crowded area before he unleashes his newly produced agent.
If it seems interesting, I can write the dossier. Sorry if there is already a dossier like this, I still haven't played this wonderful mod fully.
