There is no way for walking soldiers.

It comes from the original game: Arctic (https://www.ufopaedia.org/index.php/Arctic_Terrain) terrain. The way the map blocks were designed can cause this to happen. Unless you brought Flying Suits you needed to take off and leave the UFO alone.

I suppose you can bring your troops close to the tank and hope that you can shoot all the aliens that are visible.

Alternatively, if you have a save prior to landing, you can load it and a new terrain will be generated - hopefully, without issues.

You can believe or not, but this is the ironman game. Fortunately, the UFO was so small and it ended well.

I am not sure if this problem will be fixed, but it happens.

Speaking of such tileset bugs, are there some "complete and universally accepted" tileset fixes for EU and TFTD? I've downloaded several over the years, but they all fixed something and left other stuff broken.

The best set of terrain used to be Hobbes expanded terrain set, but unfortunately he stopped supporting it once it got integrated into his Area51 full mod. hellrazor also did some great work on maps for alien bases and terrors, I think, amongst others. Unfortunately, there isn't "the one globe/map/texture/terrain mod" but I agree that it would be a worthy goal to pursue.
