Title: Restrict item use for HWP (dogs)

I just discovered that dogs can use the items they carry. They have no throwing and no firing skill, but that is not needed for some items.
Good examples are chainsaw, shotguns (with pellets), cattle prod, etc.

Can we do something about that?

Chainsaw armed dog???? My pathing problems in jungles have just been solved.

Parrot Chainsaw Massacre! Nah. Stupid small leg slots that can't be (ab)used properly.....

OXC/Xpiratez is so much easier to weaponize animals in than Dwarf Fortress though :)

DF animals are just unfortunately not as dramatically effective. Same actual role thou, dieing in place of more valuable dudes.

Why weaponize animals when you can weaponize useless fucking leeches children?

Being a non willing human shield is not weaponization. It's parental convenience. And thusly has no place in Xpiratez.
