What about possibility to climb up to the next floor using another soldier as a stair?
Something like that

and how about possibility to cross small fence or palisade ?

If we get basic stuff like jumping over 50 cm fences first, then maybe. :P

I think jumping is not necessary, just check for available TU ~25-50% and "teleport" from one side of small fence to another side if there is free space.
In climbing up also check for available TU ~75-100%, another soldier nearby, free space on the next floor and "teleport"

I didn't mean literal jumping animation, that would be a bitch to draw for every armour ever... Well, I guess you could use the kneeling pose maybe...

I'm not a fan of "teleporting", it would look bad. X-Com has a nice way of visualizing things, so we shouldn't really add elements that are inferior in this regard.

How I see the implementation without an additional sprites:
1) As said Solarius Scorch we should use the kneeling pose who want to help an another soldier to climb up.
2) Player uses the climb up function on the soldier with bare hands like he want to shoot.
3) Animation. Soldier fly like he uses an alien lift. At the specific moment kneeling pose changes to standing up like he helps to climb up.
