Hello,
I am trying to figure out how to install mods, but am unable to find the "mods" folder. The readme says that, for Windows XP through 7, it will be in user\documents\openxcom, however, no such "mods" folder exists there. I see my save files, as well as a few others, but no folders. I suspect this is because I am using Windows 8, but I'm not sure.
Anyone have any advice? :-\

I am no expert, but here is a couple suggestions:
-Try to just create a folder named "mods" in that location and put your mods there, and see if it works.
-It should also work if you put them in the "standard" folder, witch is located in the other "openxcom" folder.
Im using Windows 8 too by the way but the "mods" folder is not missing here.

Check the wiki, and the new installation FAQ (https://www.ufopaedia.org/index.php?title=Installation_FAQ_(OpenXcom)), bit putying the mod into an installation subfolder:
/usr/mods/
should do the trick ;)

Either suggestion will work. You can create USER\Documents\OpenXCom\mods or INSTALLATION_DIRECTORY\user\mods.
Beware: If you create INSTALLATION_DIRECTORY\user, OXC will use that instead of USER\Documents\OpenXCom; so the game will appear to "forget" your existing saves and options unless you copy them to the new user folder.

If you're using version 1.0, mods go in your installation "data" subfolder. If you're using a nightly, they go in your "Documents\OpenXcom\mods" folder.

Yeah, the problem was that I was using version 1.0. Downloading the latest nightly solved the issue. ;D
