Is there some specific pogram that i have to use or are there several?

The OXCom accepts common uncompressed graphic file formats (.gif, .png), although many programs have issues with properly converting hi- or true- color images used nowadays to the 256 XCom palette. Adobe Photoshop has never failed me, haven't tried other programs.

You can use imgur or other such website, or you can attach the file to your post.

There's also a key to make screenshots, attaching these can better show your mod 'in action'.

Im going to start by editing existing weapons or doing recolors before i go to the tough stuff.
Also,were do i find the original weapon sprites for ufopedia pages and in game icons?I only see some files and not images

They're in the original .pck format. Extracting them is possible, but a bit of a pain. There are tools for that, but I guess the simplest way to go about it would be to use Volutar's MCDEdit, even though it was made for other purposes (making new map tiles/objects).
I'll post what I have extracted later if you're interested, but I right now don't know if I have everything (certainly all the bigobs, not sure about handobs and floorobs).

For extracting Sprites from original gamefiles, nothing beats Falkos modtools in this regard.
Easy to use, creates *.png files with corect palettte and also makes you spritesheets directly.
