I believe that the psi strength improvement option should have a third choice, in which it's only improved on the field. Seeing that it's a measure of resistance to enemy psionic powers, I believe that it should be improved by being on the receiving end of a psionic attack, regardless of success or failure. That way, as soldier get psionically panicked or controlled, they are learning to adapt their minds to psionics.

Interesting idea tho I'm unsure how u wud implement it but is this not how your bravery stat increases by "resisting" panic when morale drops below 50?

I don't think, that would change to much. I for one usually make most of the psi-gain only on the battlefield, as the gain by base-training simply is by far to slow.

you could always make a suit of armour that incorporates a helmet made of pure tinfoilium?

And essentially also blocking the use of psi-skills? Anyway, that would still be a nice piece of equipment. That way you could bring low-psi-skiled soldiers back to service, when you already trained them well, but find out about their lousy psi-strengh.
