Title: Help! Why can't I alter the Xcom1 rulset?

I used to alter the values for things in my ruleset using the vanilla game (like making missiles more powerful and giving soldiers 100TU) only now the openxcom won't let me save any changes made to the Xcom1ruleset?! I even tried to copy it to notepad and drag it back into the program's ruleset folder but it wouldn't let me?

Any ideas?

No, game is not running. I always back up the original too but it just saysI'm not allowed to write to/save to the location?

seems like a file rights issue
in what path is your xcom rulset?

Windows often protects the c:\Program Files\ directory.  I would guess that is your issue.

I set compatibility to notepad++ to run as administrator, and now I can mod my rulesets without a problem.

Any ideas?

Try to use "portable" variant of OpenXcom installation,
as explained here:
