I want one. 9 vs 20 squares is a lot, has someone made one yet?

Technically the 9 square light around your soldier represents a 360 deg. flashlight.  It's been discussed, but would require a change in the way that lighting is calculated.  You may be interested in the "real-vision" mod, and they are working on night vision tweaking in the extended mod.

Hey nice idea, bu might work  at a range of 180°. With new nightlies think it may be implemented.

I'd love it to work in 180 degrees or even in a tighter 90 arc to still make night missions still feel claustrophobic...

It would also only be usable with someone holding one weapon. That brings me to another point although unrelated, I am able to carry a rifle and a pistol at the same time.

Yeah, but a light can also be mounted on the weapon.

A rifle and a pistol? Ha! Then hear this: I can hold at least two rifles in each hand! Unimaginable, huh?

But does it mean I can use them all to their full efficiency? No. ;)

pistol + some heavy weapon is a setup that I sometimes use when I don't know what I'm facing.
The pistol is instantly ready, or it can be dropped extremely fast (2TU) if heavy firepower is needed.
