I guess you can't, you'll have to change the code for that.

Unless I'm mistaken, it's repair first, then refuel, then rearm.

I checked, it's Repair > Rearm > Refuel in OpenXcom.
I'm not sure why you'd wanna flip it around though, since a craft that needs Repairing will likely need Rearming and Refuelling too.

I think he's referring to Xenonauts, where Refueling comes first, so you are capable of shooting more Ufo's down.
Since here Repairing comes first (which can take several days) an Interceptor might get fully useless because of the lack of fuel and the need of getting repaired.

and if you have a always start option enabled and there are multiple ufos you would want your heavily damaged craft to take on the small scout that flies nearby but if it isnt refuelled/armed that is not as easily possible

My main problem is with the Avenger. I manly use it fore shooting down battleships + transport.
But when it's in repair it won't refuel witch means when the Avenger runs out of fuel I can't transport my troops even when there is almost no damage it still can take up to 6 days.
