Title: Cannot build 'Xcom Virtualized HQ'

Hi folks

I'm trying to build my first XCom Virtualized HQ but I get the message "Cannot build here! Some existing facility forbids building this facility". So... what's going on? Please help!  :P

Build over your existing HQ.

It says "Facility in use" and won't let me do anything. I've already cleared all research and manufacturing, so what's using the current HQ?

The HQ also has some storage, both as stores and alien containment lite. Maybe your stores are full, or you have too many aliens?

I had no aliens, but I did have lots of stuff in storage. It finally worked after selling and transfering more than half the stuff, but it is frustrating being in the dark about this. A more specfific message of why you can't build would be a lot more helpful. Thanks for your help! :)
