I noticed that the notes panel that can be brought up from anywhere via Ctrl+N, can indeed be brought up from anywhere, including the notes panel. It's possible to press the hotkey multiple times, and have to close the menu multiple times as a result. It might be a good idea to disable the keyboard shortcut when it's already open.

I'll take this opportunity to mention a different issue: whenever I try to type "ń" in the game, it opens notes instead...
X-Com is not a game where you do lots of typing, but still it's not very nice that I can't type a name with "ń" in it.

It works fine for me.

No, I press right Alt + n.

right-Alt could be aliased to Alt+Ctrl on Polish keyboard

What does it mean?

What does it mean?
It means that Right Alt may internally count as Ctrl and Alt (both at once).
I'll change the condition to "hold Ctrl and press N while not holding Alt" and you can test if it helps.

I've tested with Polish keyboard and it seems fixed.
