Title: Reclaim earth scenario

What about doing a reclaim earth scenario? Aliens is ruling the earth and the humans are launching the attack. Or perhaps a Terminator or Matrix angle?

That's the theme to UFO: Afterlight IIRC.

Would need some work - as you wouldn't technically still have a council and the same nations. These boundaries and nations would probably change in-game as you reclaim more of the planet

I believe you mean UFO: Aftershock. :) Afterlight was about terraforming Mars. And yes, it would require some new programming in addition to ruleset changes to do this- the easiest way would actually be to remove the economy and limit players by hard resources instead. :)
