It's old x-com remake project:

Probably cause it's in german (english dataset is available) and written in delphi (it's open source) it hasn't gained much popularity.

I have tried it couple times - long time ago. Launched, played couple of minutes and closed.

AFAIK their engine supports datasets with scripting, modding, etc:

I played it a few years ago. I don't like the UI and graphic artwork of base management. So, I uninstalled it later :-\

I think it's hard to convince people to play that game just by looking at those screenshots :)

Yeah, it feels like a project completely driven by programmer-mindset, given the abundance of tools and horrible UI. :P
