Just found how to play TFTD. Thank you guys.
I was wondering why there are unarmed gillmans in terror missions, so I have checked AlienDeployment.rul and nearly all rank 1 and 0 aliens (leaders and commanders) do not carry weapons at all.
This is how the original game was, or is because TFTD is still work in progress?

I certainly remember occasional unarmed aliens in TFTD, but can't really say who and where.

that's how it was.
in TFTD, there are technically no unarmed commanders or leaders, because all aliens at that rank are either psychic, or have lobster claws.

This is a thing we should be aware of when playing with XComUtil no-psionics.

I always was wary of those guys. If they had no gun in hand, I assumed they would throw grenades at the first opportunity.

They also get replaced by more terror units on mixed crew missions.
