I don't know if this is possible in the engine, but some police or army officers on terror sites would be cool. Is it possible?

At this point the game engine doesn't handle that at all, and its beyond the scope of recreating the original game which is basically the OpenXcom charter. Its something that quite a few folks have brought up, but unless someone wanted to code up a variation of the game themselves, I don't see it happening. The beauty of an open source game is that the code is available for anyone to do just that. :)

yes, this is something I would like very much, but it doesn't look like it will happen anytime soon :) Unless, someone picks up the torch as Ivan mentioned to write the code themselves, it won't happen. I still toy with the idea of doing it myself, but right now, I'm focused on doing mod installation and updates.

I think Yankes toyed with that idea for his OXCom Extended, but I don't know if/when etc. :) As for writing the code, afair Warboy said it might be almost as simple as copy-pastying enemy AI onto civilian AI (arming them is another matter, though).
