Is it possible to lose from losing too many?

To the furthest extent of my knowledge, no.

There are exactly four ways to lose (according to UFOpaedia):
1) Being over 1 million dollars in debt
2) Having two consecutive bad months
3) Having all bases captured by the aliens
4) Failing an attempted attack on Cydonia

as long as you dont get - score in 2 months is the default, ok.But that doesnt make any sense.If earth basicaly has a pact with aliens then whats the point of the xcom project?

Maybe the developers couldnt program so you can get a game over with losing all your countries.As such they made 1 country (Russia) immune to it.

russia was not infiltratable in the original too
the default in oxc is be as vanilla as possible
iirc if you want russia to be infiltrated you can add trajectories for infiltration missions that leads to ufos flying over this land
