Would it be possible to do Civilians outside of Terror Missions like in Xenonauts? Also, would it be possible for a modification to occasionally have civilians armed with a pistol?

Would it be possible to do Civilians outside of Terror Missions like in Xenonauts?
I think that would have to depend on the terrain. Something like having civilians on farm maps, and no civilians on arctic maps? Anyways, there are other implications in this, like having to save them and such.
Also, would it be possible for a modification to occasionally have civilians armed with a pistol?
It was discussed, but I can't quite find the thread now. I believe that it will get implemented as a mod at some point. It would probably require some coding too.

One of the mods on the mod site changes the map of a landed terror site to house half of the map as the terror ship and half of the map as a city with terror missions. It makes sense that the UFO would be landed where they are terrorizing!

Depending on efforts needed to make it works, such a feature could be a nice improvement

they still have civilian AI.
luke has already made civilians capable of holding weapons, a long while ago. he was modding openxcom before it was moddable

Civvies on farm missions might be appropriate.

So for this idea! The idea of deployment on a harvesting mission with no one in sight to harvest except in terror missions makes no sense.

Civilians can be spawned on each mission, and you will get score for them exactly as in the Terror mission. This is tested.
No armed civilians are possible (even if sprites are plentiful nowadays), no one has coded that. Yet. Someone step up, because the main dev team is busy with TFTD :)

Those farmers be dead long before you show up or they ran the hell away.
As for a terror mission its quite clear from the Intro Cinematic that the aliens get dropped out of the ship by some kind of grav lift and then the ship just takes off and leaves them. Having the ship sitting there on the ground in some giant parking lot just makes it a target for multiple Cruise Missile strikes anyway and the ETs would know better.

You remember those cars that sometimes appear in luke's extended terror, right?
What if they were like civilian HWPs? Still needed to be saved, just bigger targets and have more health/armor?
They should also be shrunk to be 2x2, of course ;)

Personally, as a backwoods redneck I giggled at the thoughts of a terror mission in Dallas. The civilians all running around being like "Oh NOES"... Nah, It would be an Alien blood bath, seriously. Even in '99 coming off the tail end of the Assault weapons Ban there was a shit ton AR-15s pre-ban magazines, and all kinds of goofy shit. Not to mention that the largest gun show in the Western hemisphere happens less than four hours away by car in Tulsa. Soooo yeah, Aliens would get their shit pushed in by folks like me screaming "YEEEEEHAW!
I also wondered why there were never any police officers on a terror mission. Big F'ing UFO comes out of the sky and then 911 reports start coming in. Reminds me of the line in Big Trouble in Little China. "Shouldn't we call the police?". "Police got better things to do than get killed, Jack". Although, it would be awesome to see Civvy police officers with pistols and shotguns blasting the crap out of aliens.

I think you can in fact give civilians weapons, but they only use them in reaction fire (against aliens, or both XCom and aliens? Not sure...) instead of firing during their turn.
If it is possible to select which civilians get weapons, a class of police officers could work. They'd only reaction fire, since they would be too scared to go and look for aliens. Only XCom operatives dare to seek out the enemy unknown ;)
