Title: [Submod] Old Earth Intel Lab

A three-line submod that adds Intel Center (XCOM Files) (https://xcf.trigramreactor.net/master/article/STR_INTEL_LABORATORY) features to the Old Earth Lab. Old Earth Laboratory gains global radar coverage (range 10800) with 1% detection, so that UFOs detected by any other radar will remain on the geoscape if the UFO exits radar range. Strategically, this means global radar coverage is a bit more forgiving of coverage gaps.

That feels like cheating because a facility with such an ability is already in the game.

Revolution HQ - 10800 range, 3% chance
Eye of Horus - 10800 range, 100% chance

So basically, getting this ability early was supposed to be the privilege of the Peasant Revolution path. It's cheating to not only give it to all the paths, but also from the start of the game.
