Title: [FIXED] Crash during hiring new units in OXCE 8.0.7

I'm playing XPiratez v N10.2 and got (almost) guarantee crash after hiring/producing new units.
It seems that source of this bug is commit 27c61c2 (oxce-plus branch).

How to reproduce: load the attached save and try to hire max batch of Pirate Dogs in base NA - crashed everytime for me. Hiring one-by-one sometimes works.

Was a mod issue.

I have changed the code to ignore hiring by region when no region name pools are available.
