Title: [FIXED] New Windows builds are of the wrong version.

Tried downloading Extended-7.13.10-27269a0ef-2024-08-24-win64.7z and Extended-7.12.9-cb01b76e6-2024-06-29-win64.7z; both versions report themselves as 7.13.8 in the main menu and don't seem to have fixes which should be in them.

Fixed.

MXE build broke with this recent commit: https://github.com/MeridianOXC/OpenXcom/commit/6b42a03cf79fc22e9bb5c0dea45e6db22437a7b6

...which is needed for the Github build :/


There might still be some instability until we figure out how to make both builds work permanently.

Can confirm I've just downloaded Extended-7.13.10-37466af11-2024-08-25-win64.7z and it is indeed version 7.13.10.
