Title: [BUG REPORT] Allow Reordering of Bases in Management Screen

In OXCE you can right-click selected base in a list of bases, to shift it left once. this feature seems to not been working in current BAI build 8.4.0.

I investigated.
The previous functionality of right-clicking on the list of bases was moved to middle-click by the contributor Flaubert when he implemented his "more than 8 bases"-feature.
Right-clicking now scrolls to the right or left if you have more than 8 and click the first or last base-slot on the list.
