Title: [Suggestion] skipping UFO detect warning message

Add setting to ignore the appearance of a UFO - like if you want to quickly wait for 1-2 months without annoying "UFO appearance alert"

if this is for debug purposes only, you can do that yourself in the debug environment of your choice, e.g. Visual Studio

otherwise I don't see any reason to spam players with "useless" settings

came up with a life hack - remove the radar module
but in both original XCOM1 and XCOM2 after removing - the UFOs are still detected lol
in the OXCE are not detected, so this lifehack is working for OXCE/OpenXcom only

in the original game you need to remove the radar and build any basic module

When you dismantle detection equipment such as a radar or hyperwave detector, the related detection ability of the base does not decrease until a new facility of some kind is built in that base. Until a new facility is completes building at that base, the base continues to use this "phantom radar".
This bug allows you to "upgrade in place", for example building a new Hyper-Wave Decoder over the top of an existing Large Radar, and retaining the detection capability of the Large Radar until the Hyper-Wave Decoder completes building. (Unless something else completes building first).
