Title: [DONE][Suggestion] Always draw the hit % on the crosshair

Show the hit % on the crosshair not only in the case of "Options - Advanced - Battlescape - UFO Extender accuracy - YES" but always, in normal vanilla shot mode

why?

the accuracy doesn't change...

Implemented as a user option.
