Title: [Answered] Civilians in some terror sites should be armed

The game is set in 1999. In that year, the civilians in certain parts of the world, were often armed with guns (USA, Yemen, Finland, Switzerland, former Yugoslavia etc) or even rocket launchers and grenades (Afghanistan).
Terror sites in such places should feature armed civilians who not only shoot at aliens but may also go bezerk or be mind controlled and shoot at XCOM operatives.  This will make terror site missions more interesting.
