Title: Gold statue in the Black Lotus HQ

Is there a way to break it open to retrieve the artifact? I've tried dynamite and HE, but it seems indestructible. Is there no way to retrieve it without completely clearing the base of ninjas?

Nope, it's pretty indestructible. Even Blaster Bombs and Fusion Torches don't scratch it. You're more likely to blow up the statue item under the statue than do anything to the big one.

The big pillars surrounding it are indestructible as well. I don't think XCF is very consistent about terrain destruction, but with so many different maps and weapons, it's quite understandable.
