So im making a mod that adds different soldiers, I was wondering if it is possible to make one kind of soldier work on certain missions but not on others.
if it is possible please tell me

No, it's not possible to forbid a certain type of soldier from a specific mission.
It is possible to make it a bad idea to bring a certain soldier type on a mission using OpenXcom Extended+ - in the X-Com Files mod, trying to bring a dog on an underwater missions causes the dog to drown (and all your other soldiers to hate you). But that is a pretty involved bit of modding using the extra features of OXCE+, namely causing different missions to have sets of conditions that transform the armors of certain soldiers, and then giving an armor set negative HP regen.

You can do it even simpler: make one kind of soldier have a certain high attribute (say, time units) and another have a different high attribute (say, strength), and certain missions make one attribute more or less valuable. It gives a commander a bit of reward for doing it the way you intended, but ultimately lets them define their own gameplay. I actually prefer this style when I'm playing the game.
