Why is the "instant grenades" setting unavailable to change?

Replaced in the file options.cfg:

However, the parameter in the game remained unchanged...

It turns out that it is also necessary to replace the file vars_XCOMFILES.rul in the directory with the mod.

You very much can. IMO the OG X-Com implementation of 'Major League Grenade Pitchers' is both more silly from a 'realism' POV and makes the players life far easier than swapping it for instant grenades could ever be. Ask yourself this: how many times have you seen a veteran player start a hardcore game and then rely almost entirely on grenades and the grenade conga line to save them from rookies who can't hit the broad side of the barn? I have seen it happen entirely too many times and very much dislike it.

But Solarius has a "not xcommy!" stance on this, so that's how it's going to stay.

As a veteran player:

IMO standard xcom grenades make the game much much easier.

IMO instant grenades make the game much much (...100x much...) easier.

Just adding instant grenades will certainly make them more OP.

But instant grenades don't need to come without other nerfs. Throwing range, exploding in inventory when the timer is up, much less accurate, more heat vision to combat the now much better smoke grenades. OXCE has a lot of options there.

Even plain instant grenades at least disable the grenade conga line.

But I already know this dicussion won't go anywhere. :'(

I haven't used the grenade relay / conga line much myself but have always found it a funny stratergy to try to save someone in a bad spot but risking misthrowing it along the line in the process.

Ironically the most exploitable instant grenades might be the smoke being able to throw them out and move in the same turn.

But it would be funny for turning bad grenade throws into the equivellent of accidentally shooting your troop in the back with a rocket launcher. As there's no time to quickly run and grab it before it explodes.
