I more have issues with extremely high alien activity in areas I can't possibly reach.
Must become less frustrating with last bugfixes, though more for a new game. (If you have bug-spawned enemy bases - nothing will change) But i can fix your savegame, if you provide it.

My experiences are that areas where I am active raise their support, areas where I am not sometimes raise, sometimes lower.

I more have issues with extremely high alien activity in areas I can't possibly reach.

In that case I have a bug to report.
I started in USA and completed multiple terror and monster hunting missions there -- USA is not raising their founds. (Well, I did received some 250000$ in events.)
But as soon as alien activity started in France, China and Australia, France and China raised founding, but of course I never completed missions there, not reaching.
I can attach a save file if needed. Aren't everyone else experience the same thing?

Previously, my government at least gave assistance to poor citizens in the amount of $50 a month, now the president and politicians absolutely do not care about their citizens and they refused to help everyone in need, people are so weak that they simply cannot protest, and if they go to protest, then the army will shoot them for betraying their homeland.
In that case your problem is not 'bad finances', it's "relatively meek person in war-damaged country". Historically, there's been no good solution to that. I suggest considering emigration instead of hoping for modding to provide what it doesn't provide to almost anyone, anywhere, even in countries far better off than that.

I don't understand the question.
There is no such thing as a "modern palette".
All palettes are "old".
"Modern" images don't use palettes.

1/ If you are looking for UFO palettes in a format that can be loaded into photoshop or other programs, you can find them in the OXCE distribution directly.

For example ACT format palettes (for Photoshop) are in /common/Palettes/UFO-ACT-SAFE/*.act  for example PAL_GEOSCAPE_SAFE.act

2/ If you want to know raw RGB codes, you can read them as plain text in the JASC format files...

... they are in /common/Palettes/UFO-JASC/*.pal  for example PAL_GEOSCAPE.pal

The file contains 259 rows, the first 3 rows is the header and the next 256 rows are the color RGB codes

Hi.
Anyone know how to convert photoshop/gimp/any other modern palette format to UFO palette? Or maybe to palette ruleset?
If no - maybe someone have full (256) ruleset list for geoscape colors?

No, this is definitely not how it works. Not in original game, not in this mod, not in any other mod I tried.

Why are you telling the mod author how his mod works?

Nord has written a script specifically for this mod (and told you how it works).

It doesn't work like the original game and it doesn't work like any other mod... because it was modded.

The funding thing is probably from original X-Com.
I understood what was going on. When alien activity is exactly 0 countries will not increase their funds no matter how well I am performing. As soon as ships start flying some countries decided to donate more.
If seriously, only those nations will increase funding, where you have missions completed.
